The people able to turn super saiyan are: Goku, Vegeta, Gohan, Goten, Trunks, Future Trunks, Future Gohan, Future Goku, Future Vegeta, Vegito, Gogeta, Gotenks, Broly, and Xicor. Other people like Purika can turn into Super Saiyan 4 but have not been seen to turn Super Saiyan 1-3.
